Start here: Manual & Agenda

The manual and agenda are aimed at Red Cross Red Crescent facilitators or Public Health Emergency Response Unit (PH ERU) CBS delegates who will organize and conduct Training of Trainers (ToT) on CBS in emergency settings. It will support the responsible individuals within the National Societies to clarify what CBS is, how it could be used in their context, and how to teach this knowledge to others.

Communities have a key role to play in global health security. The Red Cross/Red Crescent epidemic preparedness programme empowers volunteers and communities to: identify risks; recognise and notify epidemic alerts; take early action to control disease. The programme set out to establish community-based surveillance (CBS) as a preparedness model – yielding earlier detection and action to halt outbreaks at the outset. This paper reports on the mid-stage CBS implementation experience and results in Indonesia, Kenya, Sierra Leone and Uganda.

Indonesia is prone to hazards such as floods, earthquakes, and tsunamis. A vast and highly-populated archipelago is also at risk for epidemic and pandemic diseases due to its natural hazard profile, large population and density, high movement of people, limited healthcare capacities and coverage, and low level of health literacy in many communities, among other factors. These characteristics increase the risk of disease outbreaks in communities.
